Ontario Immigrant Nominee Program (OINP)
The Ontario Immigrant Nominee Program (OINP) is a provincial immigration program designed for skilled workers, international graduates, and entrepreneurs who want to live, work, and settle permanently in Ontario, Canada.
The program works in partnership with the Government of Canada through IRCC to support Ontario’s labor market needs and stimulate economic growth. Through OINP, eligible candidates can be nominated for Canadian permanent residence, along with their family members.
Candidates must have skills, education, and work experience that match in-demand occupations in Ontario, and be ready to contribute to the local economy.
OINP Streams:
Ontario offers three main categories of OINP streams:
1. Human Capital Category
This category is for individuals with education, work experience, and language proficiency that allow them to integrate into Ontario’s workforce.
- Ontario Express Entry Stream
- For candidates with an active Express Entry profile in Canada.
- Requires relevant work experience, education, and language skills.
- Candidates must receive a Notification of Interest (NOI) from Ontario.
- Masters Graduate Stream
- For graduates with a Master’s degree from an eligible Ontario university.
- Must apply within 2 years of graduation.
- Candidates do not need a job offer to qualify.
- PhD Graduate Stream
- For graduates with a PhD from an eligible Ontario university.
- Must apply within 2 years of graduation.
- Candidates do not need a job offer to qualify.
2. Employer Job Offer Category
This category is for foreign workers with a permanent job offer from an eligible Ontario employer.
- Foreign Worker Stream
- Job must be in a skilled occupation (NOC 0, A, or B).
- International Student Stream
- For recent Ontario graduates with a job offer in a skilled position.
- In-Demand Skills Stream
- For workers in specific high-demand sectors, including:
- Agriculture
- Construction
- Trucking
- Personal support workers (PSWs)
3. Business Category
This category is for entrepreneurs and business owners looking to establish or expand a business in Ontario.

- Designed to attract immigrants to start a new business or purchase an existing active business in Ontario.
- Applicants must demonstrate financial resources, business experience, and a viable business plan.

OINP Processing Time
Processing times vary by stream:
- Masters Graduate, PhD Graduate, and Express Entry (Skilled Trades): 30–60 days
- Employer Job Offer, Express Entry (French-Speaking Workers), and Human Capital: 60–90 days
- Entrepreneur and Corporate Streams: Vary depending on the type and complexity of the business application
