Newfoundland & Labrador Provincial Nominee Program (NLPNP)

Newfoundland & Labrador offers pathways for skilled workers, international graduates, and entrepreneurs to settle in the province through the Newfoundland & Labrador Provincial Nominee Program (NLPNP). This program allows eligible individuals to receive a provincial nomination, which can then be used to apply for Canadian permanent residence under federal immigration rules.

NLPNP includes three main immigration categories:

1. Skilled Worker Category

This category is designed for individuals who have a valid job offer in Newfoundland & Labrador or are already employed in the province on a work permit.
Eligibility Requirements:
  • A full-time job offer from a Newfoundland & Labrador employer.
  • A valid Work Permit or eligibility to apply for one.
  • Relevant skills, qualifications, and training for the job.
  • Demonstrated intention and ability to live permanently in Newfoundland & Labrador.
  • Sufficient settlement funds to support yourself and your dependents.
  • Your employer must show a genuine need for your skills.
  • Proficiency in English or French sufficient to perform your job duties.

2. International Graduate Category

This pathway is for recent graduates of post-secondary institutions who wish to live and work in Newfoundland & Labrador.
Eligibility Requirements: :
  • Completion of a two-year or longer diploma or degree program from a recognized institution, studied full-time.
  • A full-time job offer in your field of study or a related field from a Newfoundland & Labrador employer.
  • Application to the NLPNP within two years of receiving your diploma or degree.
  • Legal authorization to work in Canada, typically through a Post-Graduation Work Permit.
  • Relevant skills, training, and qualifications for the job.
  • Demonstrated intention and ability to settle permanently in the province.
  • Sufficient financial resources to support yourself and your dependents.

3. Immigrant Entrepreneur Category

The NLPNP also provides opportunities for entrepreneurs who wish to start or invest in a business in Newfoundland & Labrador. This category requires applicants to demonstrate business experience, investment capability, and a viable business plan that contributes to the provincial economy.

NLPNP Application Timeline

  • Job Offer & Work Permit – Secure a full-time job from a Newfoundland & Labrador employer and, if needed, a work permit.
  • Submit NLPNP Application – Apply under Skilled Worker, International Graduate, or Entrepreneur category with all required documents.
  • Provincial Assessment – NLPNP reviews your application (3–6 months). Successful applicants receive a Nomination Certificate.
  • Permanent Residence Application – Submit your nomination to IRCC for PR processing (6–12 months).
  • Total Timeline: ~12–18 months from job offer to permanent residency.
