British Columbia Provincial Nominee Program (BC PNP)

The British Columbia Provincial Nominee Program (BC PNP) is designed for skilled workers, professionals, managers, tradespeople, and experienced entrepreneurs who want to live, work, and settle in British Columbia (BC) with their families. Successful nominees may also qualify for Canadian permanent residence through the program. BC PNP is an economic immigration program jointly managed by the Province of British Columbia (Ministry of Jobs, Economic Development and Innovation) and Immigration, Refugees and Citizenship Canada (IRCC). Applicants are generally required to have a valid job offer from a BC employer who meets program eligibility requirements and supports the nomination application. BC PNP uses a point-based system to assess candidates in several pathways based on job type, education, work experience, and language proficiency.

BC PNP Immigration Pathways:

BC PNP has three main pathways for candidates to gain permanent residence:

1. Skills Immigration

For skilled and semi-skilled workers, including international graduates and healthcare professionals. Applicants are assessed based on their qualifications, experience, and job offer.

  • Skilled Worker – For workers with experience in NOC 0, A, or B occupations.
  • Healthcare Professional – For nurses, physicians, allied health professionals, and health researchers.
  • International Graduate – For graduates from a Canadian post-secondary institution.
  • International Post-Graduate – For graduates with a master’s or doctoral degree in natural, applied, or health sciences.
  • Entry-Level and Semi-Skilled Worker – For workers in tourism/hospitality, food processing, or long-haul trucking.

2. Express Entry BC

A fast-track, online point-based system aligned with Canada’s Express Entry program. Applicants create an Express Entry profile, and BC PNP may nominate candidates with the highest scores for permanent residence.

3. Entrepreneur Immigration

  • Entrepreneur Immigration – Regional Pilot – For those establishing a new business in smaller BC communities.
  • Strategic Projects – For foreign-controlled companies setting up business operations in BC.

Eligibility Requirements

  1. Full-time, indeterminate job offer – Have a full-time, indeterminate job offer from a BC employer.
  2. Occupation listed under NOC Skill Type 0 or Skill Level A or B – Work in an occupation listed under NOC Skill Type 0 or Skill Level A or B.
  3. Education, training, and work experience – Possess the necessary education, training, and work experience for the job.
  4. Relevant work experience – Have at least 2 years of relevant work experience.
  5. Financial ability – Demonstrate financial ability to support themselves and dependents.
  6. Legal status to work – Have legal status to work in Canada.
  7. Language requirements – Meet minimum language requirements (English or French).
  8. Wage offer – Receive a wage offer consistent with BC wage standards for the occupation.

Application Procedure

  1. Create an Online Profile – Register on the BC PNP Online Portal.
  2. Complete the Registration & Assessment – Candidates are scored based on work experience, education, language, and job offer.
  3. Receive Invitation to Apply (ITA) – High-scoring candidates are invited to submit a full BC PNP application.
  4. Nomination – If approved, the applicant receives a BC PNP nomination certificate.
  5. Apply for Permanent Residence – Submit the application to IRCC via the Express Entry or Paper-Based route.
